Controling TxPower in LoRaWAN mode

I want to control the TxPower in LoRaWAN mode,so i have few queries:

1. How to control the TXPower in LoRaWAN mode through device application?
2. Does reducing the data rate will affect the power consumption with same packet size.?

Although,I know in raw Lora power can be controlled by lora.init(),but i am not finding anything for LoRaWAN and I also found In the specification that by default device should transmit at maximum power supported and network can request for change by sending LinkADRReq MAC command,but i want to change it through device application.

Lower transmission rate with same packet length results longer transmission time therefor higher power consumption.
