Error when starting Pymakr Windows

When starting Pymakr on Windows I getting the following error:

After this everything is working fine (until next time starting Pymakr).

It's back again. It was gone for a short time.

Somehow error disappeared. It's gone. I don't know what was wrong and I didn't do an update.
