I have a wipy 3.0 and expansion board v3.1 connected with usb cable to windows 10 desktop. Windows device manager lists the Expansion3 as COM4. With RealTerm I can get a REPL console but Windows does not see the internal flash drive. I am under the impression it should. I've updated firmware and drivers according to the documentation. Also, I can ftp into the wipy over wifi and correctly enter the user and password, but cannot do a "get boot.py". Any suggestions.

No, the device will not show ut as a flash drive. You could download files with FTP (https://docs.pycom.io/gettingstarted/programming/ftp.html) or using Pymakr (https://docs.pycom.io/pymakr/installation/).
