WiPY does not start working after connected to PC

I connect WiPy through the USB-UART converter with my laptop. Unfortunately, the WS2812 LED diode does not start to light in blue, which means that WiPy does not work. The only way to start it working correctly is clicking reset button. Does anyone have an idea what might be causing this?
