As you are not trying to transfer ownership, but activating the device.

I just followed manual,
Install firmware
Copy Sigfox id and pac
Open Sigfox backend
Add new device

But when I add pac wrote this error

Could you give some more explanation about what you are trying to achieve? I redacted your PAC code, as it is not wise to publish credentials like this.
