IOT Best communication between pyTrack

I have 2 pyTrack with LoPy module, for an IoT project.
And I am investigating which is the best communication between those devices, that will be installed on cars, bikes, traffic lights..

LoRa: Too high range, I only want to share data for closer vehicles, traffic lights, etc, so discared at the moment

And both Wifi and BLE cant find a way to decide which one to use, because I need to share data to various devices at same time and I am not sure which is the easier one to do it.

So, tell me your thoughts and suggestions, it will be so appreciated.

Choose the highest possible Data Rate, reduce transmit power or disconnect antenna.
