PoE adapter doesn't offer Ethernet

I just bought the PoE adapter and I do not have internet connection via ethernet. Is this normal? If you do not support Ethernet over PoE why having this adapter in the first place??

Got 2 hotspots, spent money to POE adapter and it's just useless, tried today with my second one, unable to onboard, looks like my money went thru window...
