Restrict TLS to V1.2 only

Hello,

Is TLS1.2 well implemented in the current FiPy Firmware? i have to ask because I cannot find any of the corresponding flags in the fipy ussl documentation.

I have to pretend a fallback to TLS V1.1. in my application.
