LTE NB-IoT getting started issues in Australia

Ok.

So I have updated the firmware (1.18.1r1) and loaded the Sequans updates for NB-IoT.
I have inserted the SIM provided by Vodafone.
I am now attempting to use the tutorials documentation just to go through the motions using a terminal connection to test the system.

I get as far as the lte.send_at_cmd('AT!="zsp0:npc 1"') command and the device returns
'\r\nCommand zsp0::npc unknown\r\n\r\nOK\r\n'

Have I done something wrong or is there a problem?

All commands prior just returned OK.
