The second number is the bit error rate (ber), whic is not know beforehand. So it means now the device detects is a proper signal.
then. then, now I understand that it had a good signal, but the fipy was trying to attach herself all night, and she did not succeed.
it's just waiting, or we should give it the command to attach repeatedly ...

There are a lot of proprietary commands (~400), which all start with AT!="command>". You could try:

@lafumat Are you sure it is band 20? You could also try Band 8 or Band 3, although the latter is unlikely, being at a higher frequency. Please check also, that the antenna is properly attached.

@lafumat 99,99 means: not known of not detectable.
If the first number is in a range of 0..31, it indicates a signal strength, but everything below 10 is bad. See for instance http://m2msupport.net/m2msupport/atcsq-signal-quality/

@lafumat You could try AT+CSQ, which tells you the strength of the signal. That will give results even if the devis is not attached.

I also do not understand that it takes longer the first time than others.perhaps, to make it easier you could consider a command to scan to check that coverage first exists (I do not know if that command exists), for later once we are sure there is coverage try to attach and then connect.
for that reason I also ask if there is any mobile application to read if there is coverage.

@lafumat How long did you wait for attaching? The first attach attempot can take very long, like 15 minuts. After that, attaching is faster.
