FiPy requirements

Do I need to buy Expansion board for FiPy in order to program it with MicroPython through VS Code dev environment (connecting to it over serial/USB) ?

@securigy No, you do not have to. You can use any USB/UART converter. Only using a suitable expansion board is more convenient, both from a mechanical and handling aspect.
